Transaction Certificates (TCs) are an important component of RHS supply chain traceability. They provide transaction-level documentation confirming that certified hemp material transferred between certified business-to-business entities is covered under the Responsible Hemp Standard and can be traced through the certified supply chain.

Transaction Certificates are issued by INCCert, the standard owner of the Responsible Hemp Standard, to eligible organizations holding a valid RHS Scope Certificate.

Transaction Certificate Fee

The fee for each RHS Transaction Certificate is $35.00 USD.

This fee applies per Transaction Certificate issued and is intended to support the review, verification, administration, authentication, and issuance of the certificate. Transaction Certificate fees are separate from certification, audit, or other program fees.

When a Transaction Certificate Is Required

A Transaction Certificate is generally required when RHS-certified material changes ownership between two separate certified business-to-business entities. TCs help support chain of custody, certified material claims, and buyer confidence throughout the supply chain.

Business-to-consumer transactions are exempt from TC requirements under the RHS Standard.

How to Request a Transaction Certificate

To request a Transaction Certificate, certified organizations should review the RHS Transaction Certificate Application Guide, complete the RHS Transaction Certificate Application Form, and submit the completed form, together with all required supporting documentation, to INCCert.

INCCert may request additional information or documentation as needed to verify the relevant transaction, certified material, scope certificate status, product description, shipment details, and supporting records.

Timing

Transaction Certificates are issued following receipt and review of a complete and valid application and all required supporting documents.

Certified organizations are encouraged to submit TC requests as early as possible to avoid delays in customer documentation, shipment verification, or downstream certified claims.

Required Supporting Documentation

Supporting documentation may vary depending on the certified organization’s role in the supply chain, including producers, primary processors, spinners, weavers, knitters, manufacturers, brands, and traders.

Examples of supporting documentation may include supplier Transaction Certificates, commercial invoices, product transport documents, product volume reconciliation summaries, blending records, testing reports, yield reports, and other records needed to verify the certified transaction.
